Generic 'Letter 88-11 Radiation Embrittlement of Reactor Vessel Materials File:

89-A-056-026 As required by NRC Generic Letter 88-11, the Palo Verde Reactor Vessel Pressure-Temperature (P-T) limits have been developed in accordance with 10 CFR Part 50 Appendix G, utilizing the material irradiation damage prediction methods of Regulatory Guide 1.99 Revision 02.

Low Temperature Overpressure Protection (LTOP) enable temperatures have also been determined.

The results of the technical analysis are attached.

As a

result of utilizing the new irradiation damage prediction method of Regulatory Guide 1.99 Revision 02, an LTOP analysis to identi.fy the LTOP restrictions associated with the new P-T limits is required.

Following completion of this analysis, an assessment of the Palo Verde heatup and cooldown

rates, administrative restrictions, and NRC changes to Standard Review Plan 5.2.2 will be performed to ensure compatibility between the P-T limits and the LTOP analysis.

Technical Specification changes will be developed to incorporate the results of the analyses when complete.

The Technical Specification changes for 0 to 10 calendar years of full power operation are expected to be submitted to NRC for approval by November 20,, 1989.

Administrative procedures will be updated within thirty days of receipt of the Technical Specification amendments.

Pressure-Temperature limits and.corresponding LTOP restrictions for 10 to 40 calendar years of full power operation will continue to be analyzed as changes to Standard Review Plan 5.2.2 and Palo Verde surve'illance capsule data become available.
