SAFETY EVALUATION FOR DELETION OF LOOP TEST FROM PALO VERDE 3 INITIALTEST PROGRAM

By Supplemental Safety Evaluation Reports (SSERs),

References 1 and 2, the DLPg staff advised that deletion of the Loss of Offsite Power (LOOP) Test for Palo Verde Unit 3 was not sufficiently justified.

The licensee's submittals which discuss this issue are identified and addressed in References 1 and 2.

Subsequent to DLPg's later SSER (Reference 2), the staff met with the licensee on November 2 and 17, 1988 to further discuss this issue.

At the November 2

meeting the licensee identified specific test procedures, 93PE-3SA01 (2 volumes),

"Integrated Test of Engineered Safety Features,"

and 92PE-3SB17 (2 volumes),

"Safety Systems

Response

Time Test," that had been successfully performed during preoperational testing and provided additional data that addressed the earlier staff concerns.

These concerns involved the satisfactory static and dynamic testing of all systems interactions to assure that the as-built con-figuration of Palo Verde Unit 3 was essentially a duplicate of Units 1 and 2.

The procedures were discussed in detail at the November 17 meeting to ensure that they were sufficiently comprehensive in scope.

Subsequent to the November 17 meeting, staff was informed by the resident inspector that an incident at Palo Verde Unit 3 delayed completion of Procedure 93PE-3SA01, "Integrated Test of Engineered Safety Features," until after the operating license was issued.

The uncompleted portion, which involved testing diesel generator train B, was excerpted from Procedure 93PE-3SA01 and assigned as Procedure 73ST-3DG02, "Class 1E Diesel Generator and Integrated Safeguard Surveillance Test-Train B."

The test procedures were performed both before and after startup and the results verified and documented by the licensee.

These results are documented in "Test Report for 93PE-3SA01 Integrated Test of Engineered Safety Features,"

"Test Report for 92PE-3SB17 - Safety Systems

Response

Time Test,"

and "Test Report for. 73ST-3DG02 - Class 1E Diesel Generator and Integrated Safeguards Surveillance Test-Train B."

The Resident Inspector was asked to and did verify that the test procedure results were satisfactory.

Therefore, based on the licensee's documented justification as identified in References 1 and 2, and the additional justification discussed

herein, the staff believes that the licensee's decision to delete the LOOP test for Palo Verde Unit 3 will not impact the health and safety of the public.

adequately demonstrates proper as-built configurations and systems interactions, and when viewed in total, represents a functional equivalent of demonstrating that the dynamic response of the plant is in accordance with design for a condition of loss of turbine-generator coincident with LOOP..

As such, we find your proposal to delete the LOOP test from the 'Unit 3 Ini'tial Test Program as described in Reference I, to be acceptable.
