Dear Mr. Martin:
During the November 1,
1987 through December 5,
1987 NRC Residents'nspection
- period, ANPP committed to have fire protection personnel review each work order for its potential impact on the fire protection program.
This commitment is documented in inspection reports 50-528/87-39, 50-529/87-38, 50-530/87-40 (reference letter D. F. Kirsch (NRC) to E.
E.
Van Brunt, Jr.
(ANPP) dated December 22, 1987).
A reevaluation of the original concern indicates that the proposed corrective actions did not address the actual root cause.
ANPP believes the committed corrective actions would be effective,
- however, these actions would result in a shift of responsibility and accountability from the maintenance planners/coordinators to fire protection personnel.
An evaluation of the original concern indicated that the maintenance planners did not have sufficient training or procedural guidance to effectively identify all potential impacts that maintenance activities may have on the fire protection prograrI.
ANPP does not believe that shifting responsibilities and/or accountability to resolve issues is necessari'ly the proper. corrective action particularly when a
root cause can be identified.
As a result, the 'following corrective action wi 11 be implemented in lieu 'of the actions described in the 'inspection report;.

The guidance provided to the maintenance planners/coordinators will be evaluated and revised as necessary to ensure sufficient information is available for their use.

the procedural changes and proper implementation.
