SAFETY EVALUATION REPORT BY THE OFFICE OF NUCLEAR REACTOR REGULATION PALO VERDE NUCLEAR GENERATING STATION, UNITS 1

& 3 MATERI LPRPR I SF RF C
R NESS E
E FOR PROTECTION G INST PRESSURIZED THERMAL SHOCK EVENTS 10 CFR 50.61 The controlling beltline material from the standpoint of PTS susceptibility was identified to be Plate M-6701-1 for PVNGS, Unit 1.
The material properties of the controlling material and the associated margin and chemistry factor were reported to be:
Utilit Submittal Staff Evaluation Cu (copper content, X)
Ni (nickel content, X) '
(Initial RTNDT F)
M,(Margin, 'F)
CF (Chemistry Factor, 'F) 0.07 0.66
+30 0.07 0.66
+30 48 39.1 Conclusion The controlling material has been prop'erly identified.
The justifications given for the copper and nickel contents and the initial RTN are acceptable.
The margin has been derived from considerati'on of the bases Nr these
- values, following the PTS Rule, Section 50.61 of 10 CFR Part 50.
Assuming that the reported values of fluence are correct, Equation 1 of the PTS rule governs, and the chemistry factor is as shown above.
With regard to Units 2 and 3, the. submittal states, "These results conserva-tively bound calculations for PVNGS, Units 2 and 3."
This appears to be true, as judged by a comparison of copper contents for the 3 Units.
No nickel con-tents are reported for Units 2 and 3, but it is acceptable to use the Chemistry Factor for Unit 1 (39. 1'F) for Units 2 and 3 also because these units are so far below the screening criterion.
