A special
announced
safety inspection
was conducted
by this office during the
period of February
25 - March 1, 1985, of activities authorized
by
NRC Operating
License
Nos.
and
NPF-16 for the St. Lucie facility.
This inspection
included
a review of FPImL's implementation of 10 CFR 50, Appendix R, Sections
III.G., III.J., III.L., and III.O. requirements
at your St. Lucie facility.
As a
result of this inspection, failures to comply with NRC regulatory requirements
were identified,
and accordingly,
an enforcement
conference
to discuss
the matter
was held at the Region II office on March 28,
1985.
The violations described
in the enclosed
Inspection
Report are under considera-

tion for escalated
enforcement
action.
Accordingly, no Notice of Violation is
being issued at this time.
No response
to this letter is required.
However,
please
be advised that the number
and characterization
of violations described
in
the enclosed
report may change
as
a result of further
NRC review.
You will be advised
by separate
correspondence
of-the results of our delibera-
tions
on this matter.
