RECEIPT OF PETITION FOR DIRECTOR'S DECISION UNDER 10 CFR 5 2.206 Notice is hereby given that Hr. Hyron L. Scott, on behalf of the Coalition for Responsible Energy Education, and Hr. Back Kauffman, on behalf of the Valley of the Sun Gray Panthers, have requested that the Nuclear Regulatory Commission issue an order pursuant to 10 CFR 5 2.206 to show cause why a Notice of Violation should not be issued and a civil penalty of not less than

$ 100,000 be assessed against the Arizona Public Service Company.

The basis for this requested action is an alleged incident on January 20, 1987 at the Palo Verde Nuclear Generating Station, Unit 1, involving an unauthorized disablement of a safety system by a control room supervisor.

This petition is being handled as a request for action pursuant to 10 CFR 5 2.206 of the Comnission's regulations and, accordingly, appropriate action will be taken on the request within a reasonable time.
