Operating Experience of Shift Staffing.

Dear Mr. Knighton:

This letter is provided to discuss the status of 'PVNGS licensed operators holding Unit 3 licenses.

The operator licenses for Unit 3 will be issued as Unit 1, '2 and 3 multi-unit licenses. Currently, there are a total of 22 SROs and 23 ROs holding Unit 1, 2 and 3 multi-unit licenses at PVNGS. This, total is 'based'n- NRC Region V approval of applicants per Reference 1, which was, confirmed per a, telecon on March 5, 1987.

These individuals are listed in Attachment 1.

A total of 50 SROs (11 administrative and 39 available for on-shift work) and 54 RO licenses exist in the Operations Department at PVNGS. Our present need, per unit, to cover all shifts is 12 SROs and 12 ROs. Therefore, an adequate number of licensed operators are available to cover the three units.

The Reference 2 letter submitted the names of nine individuals fulfilling the six month "hot" experience requirement (with six weeks >20X power). At the time, of that submittal, four of the individuals held Unit 1, 2 and 3 multi-unit licenses and the remaining five were in the process of having Unit 1, 2 and 3 multi-unit license applications submitted. At this time, seven of these nine individuals hold a Unit 1, 2 and 3 multi-unit license. These individuals are listed in Attach-ment 2. The remaining two individuals are expected to have a Unit 1, 2 and 3 PDR'00 multi-unit license prior to initial criticality.
