Dear Mr. Martin:

In accordance with License NPF-51 Condition 2.C.(5),

ANPP is submitting a

change to Chapter 14 of the Final Safety Analysis Report (FSAR) and an exception to CESSAR FSAR Chapter 14.

Attached are the marked up FSAR pages of the change.

This change provides for an alternate test method for the Unit Load Rejection Test as described in CESSAR.

Using this alternate test method allows us to test the Fast Bus Transfer at the same time.

For Unit 1, the load rejection was initiated in such a way as to allow maximum credible overspeed condition.

The circuitry provided to arrest the turbine speed performed as designed.

Units 2

and 3

have identical circuitry and that circuitry has been functionally tested.

It will perform in the same manner as Unit 1.

However, using the alternative test method for Units 2 and 3 allows us to gather more useful information concerning the Fast Bus Transfer.

After completion of a Safety Review and Evaluation, according to 10CFR50.59, ANPP has determined that this change does not introduce an unreviewed safety question.

The Unit Load Rejection test with the alternate test method still meets the test objective and the same acceptance criteria still applies.

No equipment important to safety will be affected.

The margin of safety as discussed in the Technical Specifications will not be reduced since this startmp test is not discussed as a basis.

,UNIT LOAD REJECTION TEST (CESSAR 14.2.12.5.7)

CESSAR Section 14.2.12.5.7, Test Method, states that "a breaker(s) is tripped so as to subject the turbine to the maximum credible overspeed condition."

For Units 2

and 3,

PVNGS takes exception to that part of the test method.

Instead of the method described in 3.1 of that test description, the method used will be to trip the breaker(s) in order to initiate the load rejection.

The alternate test method still meets the objective of the test and the acceptance criteria still applies.

This alternate method allows PVNGS to test the Fast Bus Transfer during the Unit Load Rejection Test.

Since all three units have the same circuitry to arrest turbine acceleration, and Units 2 and 3 have circuitry that has been functionally tested, performing the Unit Load Rejection test with the same method for all three units is not necessary.

PVNGS will gather more useful information by taking this exception to CESSAR for Units 2 and 3.

PVNGS FSAR SPECIFIC INFORMATION TO BE INCLUDED IN FSAR list of prerequisites which must be completed and verified prior to the start of a particular test.

The use of prerequi-sites in test procedures ensures that the safety of the plant is not dependent on the performance of untested systems.

Phase I test procedures are scheduled to be approved and available for review by the NRC inspectors at least 60 days prior to their scheduled performance date.

Phase II through IV Startup Test Program administrative control procedures, the majority of the individual test procedures and the following milestone controlling procedure documents:

Fuel Loading, Post Core HFT, Initial Criticality, Low Power Physics Test and Power Ascension, are scheduled to be approved and available for review at least 60 days prior to fuel load.

The remaining individual test procedures will be scheduled for approval and available for review by the NRC inspectors at least 60 days prior to their intended performance date.

13 14.2.12 INDIVIDUALTEST DESCRIPTIONS Individual test descriptions are listed in table 14.2-1 and are presented in appendix 14B.
