Dear Sir:
Reference (A) included the following statement:
"Per WPP/QCI 254.0, a tension monitoring device must be used to monitor, the actual tension of certain power assisted pulls.
For cables installed in ducts and con-duit, a tension monitoring device is used for all Quality Class "Q" and associated cables."
This statement requires clarification.
A tension monitoring device is only required where the cable pulling calculations determine that the expected value will be 70% or more of the maximum allowed tension.
When the expected tension is less than 70%, the use of a monitoring device is optional.
Procedure Change Notice No.
79 to WPP/QCI 254.0, was issued by Bechtel on September 5,
1985 which changes the statement as originally submitted in Reference (A).
This PCN was necessary for clarification purposes and was missed in our original response.
The optional use of a moni-toring device for expected tensions of less than 70% of the maximum tension is allowed.
At such low pulling tensions, there is little chance of damage occurring to a cable.
Therefore, the quality of the installations are not impacted by this clarification and method of installation.
