7 Division of PWR Licensing-B ACTIONS REQUIRED FOR FULL POWER LICENSING OF PALO VERDE UNIT 2 There are a number of issues that need to be addressed, in support of Palo Verde Unit 2 full power licensing, prior to the Commission meeting on this licensing action targeted for March 1986.

Eight of the issues, concerning tests, examinations and design enhancements to the charging pumps and the auxiliary pressurizer spray system are listed in Enclosure 1 and are discussed in detail in Section 5.4.3 of SSER 9 for Palo Verde.

The licensee plans to submit information on these issues by February 28, 1986 for staff review.

Staff SSER input is requested by March 7, 1986.

Three other matters, relating to the above systems, need to be completed prior to the Commission meeting.

These are as follows:

( 1)

Review of licensee's October 22, 1985 response to the 50.54(f) letter on Palo Verde Unit 1.

(2)

Response

to Commissioner Asselstine's question regarding the staff's justification for accepting different schedules on the Palo Verde units for the design enhancements of these systems.

(3)

Response

to ACRS members Ebersoll and Reed's letter of January 13, 1986 concerning

comments, concerns and recommend-ations on operational test results for these systems.

Staff input to the first two items is requested by February 14, 1986.

For the third item, we understand that you are preparing a Commission paper to address the matters raised by the ACRS letter and expect to complete this action by mid February 1986.

The other issues requiring staff review and input include the following:

Revised natural circulation cooldown test procedure - the licensee plans to submit the rationale for the changes by February 21, 1986.

(2)

Startup experience on Unit 1 - the license has been requested to submit a report on the Unit 1 experience by February 21, 1986.

Unit 2 low power license conditions prior to exceeding 5X power-the licensee expects to confirm by letter in mid March 1986 that conditions relating to PASS and control room HEDs have been completed.

Operability of radiation monitors - licensee's letter of November 29, 1985, identifies certain process and area monitors, not covered by tech. specs.,

which may not be operable prior to June 30, 1986.

Staff input for the first two items is requested by February 28, 1986.

Any required input on the third item is, requested soon after receipt of the letter.

The fourth item is covered by a condition in the Unit 2 low power license.

However, we request a staff determination, as soon as possible, on whether the monitors in question are required to meet the regulations (e.g.,

GDC 64).

If so, an exemption to the regulations is required before we can issue a full power license.

OELD guidance on when an exemption is required is enclosed.

With regard to all of the issues discussed in this memorandum, we request your certification that all issues relating to a full power license for Palo Verde Unit 2 have been satisfactorily resolved or appropriately identified for resolution prior to issuance of the license.
