Dear Mr. Knighton:
On November 29,
- 1985, Ms. Marilyn Ley of your staff presented the NRC's response to the additional ANPP Unit 2'echnical Specification submittal provided by Reference B and requested that ANPP reply in writing by no later than Monday December 2, 1985, that ANPP understands and agrees to accept the NRC's positions.
It is ANPP's understanding that the NRC has the following concerns and/or conditions on the Final Draft of Unit 2
Technical Specifications, as transmitted (Reference B).

TS page 3/4 3-32, Table 4.3-2 Item III. B. 1.
ANPP proposed to delete the Mode 4 surveillance requirement for Engineering Safety Features Actuation System Instrumentation.
ANPP understands that this is not acceptable to the NRC, however, there may be further discussion on this issue during Unit 2 low power license.

ANPP proposed the words "sampling capability of" in place of "monitor in" to allow hydrogen sampling in place of the deleted PASS in-line hydrogen monitor.
H ANPP understands that, at the present time, this is not acceptable to the NRC and further acknowledges that the NRC will review the sampling capability of the Unit 2 PASS before deciding.
- However, for the low power license, the NRC will delete Action statement C.
(2b.) TS page BASES B3/4 6-4, Section 3/4 6.4 Combustible Gas Control ANPP proposed to delete the second paragraph which discussed the existence of a hydrogen and oxygen monitor in PASS and replace it with a new paragraph describing the PASS grab sampling capability.
ANPP understands that, at the present time, this is not acceptable to the NRC and, as in 2a above, acknowledges that the NRC will review the sampling capability of the PASS before deciding.
- However, for the low power license the NRC will delete the second paragraph to eliminate discussion of the non-existing monitoring.

ANPP proposed to delete the words "by using one of the following signals on a staggered test basis:"
and also delete a) through d), replacing it with the words "manually from the control room." This would require diesel test to be started manually from the control room, rather than periodically, using loss of offsite power or ESF signal.
ANPP understands that the NRC will accept this change up to and including the first refueling outage for Unit 2.
After the first refueling outage, ANPP must test using a staggered test basis from items a) through d).

TS page 3/4 6-37, section 3.6.4.2 Action statement.
ANPP proposed to add a second action statement so that, with one hydrogen recombiner inoperable and the hydrogen purge system operable the plant would not be prevented from changing modes by TS 3.0.4.
ANPP understands that the NRC will not accept the additional action statement and therefore, not allow mode changes with one inoperable hydrogen monitor and one operable purge system.

ANPP agrees to accept the NRC's positions and understands that there may be further discussions of these items during the low power license.

Based on the above information and that presented in Reference B, I certify
- that, to the best of my knowledge, the Final Draft of the Technical Specifications for PVNGS Unit 2, as transmitted to ANPP (Reference A),
as amended by Reference (B), and as discussed herewith, accurately reflect the as-built condition of the plant, the PVNGS Final Safety Analysis Report and the Safety Evaluation Report.
