Dear Mr. Knighton:
In the referenced
- letter, we committed to have all radiation monitors which are subject to Technical Specification requirements operable prior to the mode for which they are required and without entering an action statement.
At this time, we may not be able to meet this commitment in regards to two plant vent monitors (RU-143 and RU-144). These monitors are also those required by NUREG 0737 II.F.1 and Regulatory Guide 1.97 Rev. 2. We also need extension on these related commitments. The two plant vent monitors are required at all times by the Technical Specifi-
- cation, however, they may not be operable prior to issuance of an operating license.:
At the time of issuance of an operating license, we would be required to enter the action statement of Technical Specification 3.3.3.9 which is allowed by the Technical Specification. Due to the work remaining, which involves some modifications, the monitors may not be declared operable until December 9, 1985. This request is justified since it is not possible to vent any radioactive release since there is no radioactivity until after initial criticality. Therefore, this extension would pose no safety problem. Other than this exception, our commitment stands as stated in the referenced letter. 05PPP>~+, 851205 @DR gDOCK 0 @DR
