Dear Sir:

In response to the subject violation regarding the verification of pull boxes, ANPP committed in the reference letter to specific actions directed toward preventing recurrences.

At this time, Procedure Change Notice (PCN) 131 to MPP/QCI 251.0 has been issued, non-conformance reports (NCR) EC-5982, EC-5983 and EA-6125 have been worked and are closed, and electrical field engineer training on MPP/QCI 251.0 has been completed.

The Unit 1 sample inspection of pull boxes has been finished and engineering is evaluating the results and will determine if further corrective actions are appropriate.

The evaluation portion was completed on August 28, 1985.

As an additional measure, ANPP committe'd to,perform a review of all electrical discipline Construction Inspection Planning (CIP) forms exhibited in the VPP/QCIs.

The effort was to determine if any clarifications or enhancements were necessary to assure clear and concise documentation.

This review and the related training are not complete.

Therefore, we are advising you that the expected completion date of July 22, 1985 provided in the reference letter for the above commitment needs to be revised to September 3, 1985.

The in-depth review of all electrical MPP/QCIs, which necessitated a corresponding review of design documents, is complete;'however, the need for this extension is to allow proper time for:

Detailed discussion of proposed PCNs; Drafting and processing of PCNs for approval; Execution of personnel training on changes.

Based on the review, twenty-four PCNs for twelve (12) WPP/QCIs have been issued.

Currently, training on"the CIP's and PCN's for Electrical Quality Control Engineers as well as Electrical Field Engineers is completed with'the exception of twelve individuals who were on vacation, sick, etc.

These people are scheduled to complete their training by September 3, 1985.

Completion of the personnel training on the CIP's and PCN's and the Unit 1 evaluation should complete ANPP actions committed to in response to this violation.

This information was discussed with R. C. Sorenson=of your staff on August 7, 1985, and found acceptable.
