Potential LOCA Analysis Non-Conservatism
Dear Mr. Knighton:
Per telephone conversation with Brian Sheron, of your staff, held on July 17, 1985, ANPP was informed that the information contained in the referenced letter presently provided an unacceptable basis for compliance with the acceptance criteria of 10CFR 50.46.
As a result of the discussion on July 17, 1985, ANPP has decided to voluntarily administratively reduce the linear heat rate (LHR) limit to a value which will be sufficient to meet the acceptance criterion on peak clad temperature (PCT) contained in 10CFR 50.46.
The amount of reduction of the LHR limit. is based on the CE preliminary evaluation of the CESSAR worst-case large 'break LOCA analyses, which ANPP currently references.
CE's estimate of the increase in PCT, from their evaluation, resulting from a more adverse axial power distribution and peaking factor is 34'F.
The current maximum PCT presented in CESSAR is 2169'F.
Therefore, the maximum value of PCT for PVNGS Units 1, 2, and 3 would be 2203 F.
CE has informed ANPP that the sensitivity on the LHR limit is 0.1 kw/ft to 25'F PCT.
By using this sensitivity, a reduction in the LHR limit to 13.9 kw/ft is sufficient to meet the acceptance criterion on PCT in 10CFR 50.46.
ANPP will implement this administrative limit, applicable to PVNGS Units 1, 2 and 3
(PVNGS Unit 1 Technical Specification 3.2.1), of 13.9 kw/ft prior to exceeding 80X power (which is consistent with the worst-case large break LOCA analysis assumptions) and willliftthis limit.upon staff review and approval of the PVNGS Unit 1, 2, and 3 large break LOCA reanalysis to be performed after the staff's review and approval of the C-E revised large break LOCA evaluation -model.
