PALO VERDE NUCLEAR GENERATING STATION UNIT 1 SPECIAL REPORT INOPERABILITY OP HIGH RANGE NOBLE GAS ACTIVITY MONITOR Docket No. STN 50-528 License No. NPP-34 This Special Report is required by Palo Verde Unit 1 Technical Specification Table 3.3-13, ACTION 42-b.

On April 26, 1985, the 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> ACTION statement for Operability of the Condenser Evacuation System High Range Noble Gas Activity Monitor (RU-142) was exceeded. This monitor was declared inoperable along with the Condenser Evacuation System Low Range Noble Gas Activity Monitor (RU-141), do to failure of the associated sample pump in RU-141.

Subsequent to the sample pump being replaced on May 21, 1985, RU-142 had remained inoperable due to failure of the purge function (the purge function is utilized to verify sample flow indication in accordance with Technical Specification Table 4.3-8, Item 3e).

Technical Specification Table 3.3-13, ACTION 42-a, requires a monitoring program be initiated, upon RU-142 being declared inoperable in excess of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />, when it is needed. Based upon results of the sampling program undertaken following RU-141 inoperability and subsequent data from RU-141, no additional monitoring had been deemed necessary to satisfy ACTION 42-a.

RU-142 was declared operable on May 29, 1985 following performance of the appropriate surveillance requirements. This followed a review of the surveillance procedure and an evaluation by engineering of the test features and parameters which resulted in adjustment of the purge duration set point.
