Dear Mr. Martin:
The NRC Operations Center was notified at approximately 0800 MST on May 5, 1985 via the Emergency Notification System of the declaration of a Notification of Unusual Event when the plant security systems did not return to service as expected after a planned electrical outage.
All security compensatory measures were established as required by the Station Security Plan.
We have determined that the event is not reportable within the requirements of 10 CFR 73.71 since it constituted a "moderate loss of physical security effectiveness which has been properly compensated."
This response is provided to close the record on this occurrence.
We are forwarding a copy of this report to the Director of Inspection and Enforcement.
