Salt River Project Agricultural Improvement and Power District Southern California Edison Company El Paso Electric Company Public Service Company of New Mexico Southern California Public Power Authority Unit 2, Phoenix, Arizona REVIEW OF LICENSE APPLICATION DATED APRIL 23 1984 Backqround By application dated April 23, 1984, Arizona Publfc Service Company (APS) on behalf of itsel f and the other applicants listed above requested an amendment authorizing them to lift the fuel assemblies to a maximum height of 4.5 feet above the new fuel storage racks.

The present license authorizes the.

lifting of the fuel assemblies to a maximum height of 2 feet above the new fuel storage

.racks.

The analysis of -the structural integrity of the racks was based on the accidental dropping of an assembly from a height of 2 feet above the racks.

When it was discovered. it,was necessary to lift the assemblies to a height of 4.5 feet above the racks to clear intervening obstacles to place the assemblies fn the racks, APS requested authorization to lift the assemblies to a height of 4.5 feet over the racks.

Discussion A.

Structural Inteqrft APS submitted a page change to its FSAR reflecting an accident condition in which a fuel assembly fell onto the racks from a height of 4.5 instead of 2 feet.

S. Wermfel, Auxiliary Systems Branch, Division of Systems Integratfon, NRR, informed the staff that the change in height "does not affect the SER conclusion and fs therefore acceptable."

Radiation and Nuclear Critfcalit Safet Since an accident involving the drop of a fuel assembly onto the fuel

'ssembly storage racks would not affect the structural integrity of the racks, there fs no change to the radiation and nuclear criticality safety of the licensed activities.

Environmental Effects There is no requested change to the environmental protection requirements of the facilities.

None are required since the authorized facility operations remain unchanged.

In accordance with 10 CFR 51.22 {c){ll),an environmental assessment or an environmental impact statement is not necessary for this proposed action.

General The amendment application dated April 23, 1984 wag discussed with Hr. R.

Zimmerman, Region Y Resident Inspector of the Palo Verde Unit'2 Facility, on September 11, 1984.

He foresaw no safety or environmental problem with the requested authori zation.

Conclusion Issuance of the amendment authorizing the lifting of fuel assemblies to a maximum height of 4.5 feet above the new fuel storage racks is recommended.
