License Condition 2.C.18(b),
Atmospheric Dump Valves.
Dear Mr. Knighton:
Reference (2) submitted Justifications for Interim Operation (JIOs) in order for Palo Verde Unit 1 to complete the operability testing of the atmospheric dump valves, Q-Class check valves, containment "sump return check valves, and the excess flow check valves.
Subsequently, the NRC Staff has imposed License Condition 2.C.18(b) for PVNGS Unit 1 to complete the, valve operability testing of these valves prior to initial criticality.
ANPP confirms that the operability testing of the atmospheric dump valves, Q-Class check valves, containment sump return check valves, and the excess flow check valves has been completed.
These valves are now considered to be qualified for operation at PVNGS Unit 1.
Additionally, please note that all four of the atmospheric dump valves (ADVs) have been successfully operability tested.
Therefore, this submittal supercedes the ADVs JCO submittal of Reference (3).
If you have any questions on this matter, please contact Mr.
W. F. Quinn of my staff.
