Dear Nr. Martin:

As required by the Palo Verde Nuclear Generating Unit 1 Operating

License, NPF-34, I am hereby certifying that item l.a of Attachment 1 to the license has been completed for the intial entry into Node 4.

The operability of systems required for Mode 4 has been demonstrated by successfully meeting the acceptance criteria in the PVNGS Technical Specifications.

This has been accomplished by the completion of the applicable surveillance tests or by pre-operational testing which verifies the meeting requirements of the Technical Specifications and which were performed within the required surveillance interval or by operability as demonstrated for Modes 5 and 6.
