'1 Timeliness of Pro ram Im lementation The Senior Resident Inspector was aware of the need to begin implementing non-B modules in place of B modules,'ut, had not developed a schedule for this.
An action plan has been developed by the Senior Resident that implements use of non-B modules where the corresponding B module has not been started.
Where a B mo'dule has been started, it will be completed, as allowed by the XSE manual.
This action plan has been developed for Units 2 and 3.
The MC 2512 program will be completed for Unit 3 prior to the scheduled fuel load date of March, 1987.
This will be accomplished utilizing the following resources:
1)
Two full-time construction residents assigned to Palo Verde through 1st quarter of FY86.
2)
Significant increase in ZTE provided by personnel in the Engineering Section.
Individuals in the Engineering Section have been assigned specfic responsibility for line items on the Palo Verde Operating Plan.
The Senior Resident has completed a schedule for the MC 2512 program in Unit 3.
The schedule contains a list of modules to be completed, completion dates, and assignments of responsibility for those modules.
There are approximately 40 B and non-B modules to complete for Unit 3.
In addition, a revised schedule for completion of the MC 2512 program in Unit 2 has been prepared which incorporates use of non-B modules where applicable.
Eight B and non-B modules remain to be completed in Unit 2.

Module 35060
'Region V concurs that the conduct of module 35060 is warranted in the light of recent gA organizational changes.
This module has been assigned to the gA specialist in the Engineering Section for performance during an upcoming inspection.
4.
U datin of Module Summar Sheets The module summary sheets are not the primary record of interest for module completion and were not maintained.
The summary sheets dated
- July, 1981 and updated at that time are the module status sheets of record and will be maintained current.

Review of QA Procedures (Takin credit in Units 2 and 3 for ins ections done in Unit 1 Region V believes that the QA procedures used for Units 2 and 3 are substantially the same as those used for Unit 1.
However, to verify
- this, we will look at these procedures again during an upcoming inspection, primarily concentrating on changes to the QA program since the Unit 1 reviews.

Modules 55158 and 55178 -
S ecial A
lications Region V has reviewed modules
- 55158, 55178 and 55188, entitled "Special Welding Applications" and believes these modules pertain to repair welding.
No significant repair welding was done at, Palo Verde where special applications were used.
Any repair welding that was done was in-process repair identified by NDE, and performed in accordance with normal welding techniques covered in other modules.

Modules 55065 and 55066 - ualit Records Review Region V has reviewed modules 55065 and 55066 for the quality records review requirements.
Region V believes quality records aspects of these two modules are addressed in modules
- 55154, 55155,
- 55156, and 55157 for Unit 2 except for NDE and special applications (see also paragraphs 6 and 8).
These four modules are also ongoing in the inspection of Unit 3.
In
- addition, modules
- 55055, 55075, and 55085 were conducted in Unit 2 which address quality records from a welding standpoint.
Finally, as evidenced by our Palo Verde Construction Inspection History Study, Region V purposefully conducted an extensive inspection program in the area of Quality Records for Structures and Supports as documented in Inspection Reports 77-02, 77-04, 79-05, 79-10, 80-03, 80-05, 80-17, 81-01, 81-12, 82-02, 83-34.
Based on the above, Region V believes performance of modules 55065 and 55066 is not warranted.
8.
Sufficienc of NDE Ins ections Region V believes sufficient NDE inspections have been performed through the course of the construction program at Palo Verde. It appears that Series 55050 modules, which contained NDE requirements, were superceded by Series 55150 modules, which contain no NDE requirements, in 1979.
NDE requirements weren't again incorporated into the 2512 program until modules
- 57050, 57060,
- 57070, 57080, 57090 were issued in 1983.
- However, Region V made a conscious effort to continue examining NDE aspects as part of the 2512 program.
Areas where NDE was covered are documented as part of our Palo Verde Construction Inspection History Study.
In addition to this, a major effort was undertaken by Region V during the CAT inspection of September, 1983 to independently non-destructively (RT, PT) examine numerous piping welds in Unit 1 utilizing the Region I NDE van.
Also, structural'elds were visually examined in both Units 1 and 3
as part of the CAT inspection.
(See Inspection Report 83-34,Section VIII).
Based on the foregoing, Region V believes it has inspected the NDE area extensively.
- However, we will consider further inspection of this area by examining ongoing work and records on a sampling basis as scheduling and resources permit.
