As required by the Palo Verde Nuclear Generating Station Unit 1

License, NPF-34, I

am hereby certifying that Item l.a of Attachment 1

to the license has been completed for the initial entry into Mode 3.

The operability of systems required for Mode 3

has been demonstrated by successfully meeting the acceptance criteria in the PVNGS Technical Specifications.

This has been accomplished by the completion of the applicable surveillance tests or by preoperational testing which verifies the meeting requirements of the Technical Specifications and which were performed within the required surveillance interval or by operability as demonstrated for Modes 4, 5 and 6.
