Dear Mr. Thompson:

of the NRC letter dated May 29, 1984 (Reference 1) provided 8 NRC information requests to be provided if shift advisors were to be used on PVNGS (Refer to Attachment A). Our responses to the NRC requests Nos. 1 through 3 were previously provided in our March 21, 1985 letter (Reference 2). The purpose of this letter is to provide the remaining responses to NRC requests Nos. 4 through

ANPB-32452 ATTACHMENT A INFORMATION RE UIRED REGARDING SHIFT ADVISORS

l. A resume of each shift advisor which highlights his previous operating experience.
2. A copy of the procedure which describes the duties and authority of the shift advisors and the working relationships between the advisors and the operating shift personnel.
3. A copy of the training program presented to the shift advisors to assure they have adequate knowledge of plant specific matters to properly perform their duties.
4. A copy of the written examination administered to the shift advisors and the results of the examination, if available.
5. A description of, and copies of notes'regarding, the oral examination adminis-tered to the shift advisors.
6. A description of the training program presented to the operating shift crews to assure that they understand the role of the shift advisors.
7. A statement regarding the medical qualification requirements for the shift advisors.
8. A description of the procedures that will be used to evaluate the performance of the shift advisors during plant start-up.

4. A copy of the written examination administered to the shift advisors and the results of the examination, if available.

ANPP RESPONSE:

As identified in Attachment 3 to Reference 2 of the cover letter, three weekly written examinations are being administered. The written examination results were as follows:

5. A description of, and copies of notes regarding, the oral examination administered to the shift advisors.

ANPP RESPONSE:

As identified in Reference 2 of the cover letter, the Shift Advisor 'Training Program consists of weekly written examinations (total of three) and several simulator evaluations. Based on the foregoing, no oral examination i's planned for inclusion in'the training program. However, we have provided a copy of the Shift Advisor PVNGS Simulator Evaluation Report Form as Attachment D for your information.

6. A description of the training program presented to the operating shift crews to assure that they understand the role of the shift advisors.

ANPP RESPONSE:

The training program for the operating shift crews is currently being conducted during Session 3 of the Requalification Program and consists of the following:

(1) Each operator will read the Operating Department Guideline (ODG-37),

"Responsibilities and Duties of the Shift Advisor" which was provided to you as Attachment 2 of Reference 2 of the cover letter.

(2) Upper Level PVNGS Operations Management will present their views on the use of shift advisors to the operating crews.

(3) A question and answer session will be provided for the operators by upper Operations Management to discuss any questions/concerns regarding this topic.

This training will be completed prior to initial criticality for all currently Licensed Operators. The training for the shift crew which will utilize the shift advisor has been completed and documented on briefing forms.

7. A statement regarding the medical qualification requirements for the shift advisors.

ANPP RESPONSE:

As noted in Reference 2 of the cover letter, both shift advisor candidates are currently licensed operators at San Onofre Nuclear Generating Station (SONGS) and as such, they have provided the required medical information to the NRC pursuant to 10 CFR 55.33(a)(6). In addition, any significant changes in their physical condition must be reported to the NRC by SONGS in accordance with 10 CFR 55.11(a)(1). Therefore, we believe that appro-priate medical qualification requirements will be maintained during their involvement at PVNGS.

8. A description of the procedures that will be used to evaluate the performance of the shift advisors during plant start-up.

ANPP RESPONSE:

Based upon the fact that the two shift advisor candidates are previously licensed operators, will have successfully completed the PVNGS Shift Advisor Training Course, and are to be used in an advisory capacity rather than in a performance based will be position, it has been determined that no performance evaluations required beyond those necessary to demonstrate initial qualification for the position. *
