Dear Mr. Knighton:

License Condition 2.C.(23) of the PVNGS Unit 1 license requires ANPP to provide details for staff review on the steam generator secondary water chemistry limits.

These limits were submitted to the staff in Reference 1.

Details on the secondary water chemistry limits have been previously provided in submittals dated January 31, 1985 (ANPP-31831),

February 26, 1985 (ANPP-31984) and March 8, 1985 (ANPP-32099).

In a meeting with members of the NRC staff on April 3, 1985, the Chief of the NRC Chemical Engineering Branch indicated that additional information on the comparison of the PVNGS secondary water chemistry limits to the NRC internal guidance (Reference 2, Section 3.a) would be required to complete the NRC review.

This internal NRC guidance uses the Steam Generator Owners Group Special Report EPRI-NP-2704 "PWR Secondary Water Chemistry Guidelines",

1982, as a review basis for the chemistry limits.

Attached is the Chemistry limit comparison requested to close License Condition 2.C.(23).

The attachment contains an excerpt from Section 3.a of SECY 84-13A, which references the SGOG Special Report EPRI-NP-2704 "PWR Secondary Water Chemistry Guidelines", October, 1982. It also contains several tables from the SGOG Special Report EPRI-NP-2704 for comparison purposes with the PVNGS secondary water chemistry limits.

Justification for each difference in the chemistry limits is also provided within the attachment.
