Dear Mr. Knighton:
An analysis of the PVNGS smoke detection system installation is being provided in response to an open item from the March 4-8, 1985 Appendix R Audit.
In order to detect smoke not only at the ceiling, but from smoldering fires which may stratify at levels below the ceiling, detectors were installed in most areas throughout the power block at the ceiling, with alternate detectors dropped a minimum of 3 feet below the ceiling.
NFPA 72E-1978, in addition to recommending "engineering judgment" provides guidance for this in Appendix A, item A-4-3.1.2 "Stratification", including reference to figure A-4-3.1.2.

There are more detectors than called for by the maximum 900 square foot coverage per detector.
The average coverage at PVNGS is in the range of 500 square feet per detector.
Ceiling heights vary from 18 feet. to over 30 feet.
Combustible loading is generally low (less than 30 minutes) consisting primarily of IEEE qualified cable.
In nearly all zones where heavy concentrations of cable are found, fixed automatic fire suppression systems are installed in accordance with BTP 9.5-1 Appendix A.
Smoldering fires in areas containing low combustible loading would likely produce slowly developiong or smoldering type fires if one were to occur.
This method of locating detectors is more likely to detect stratified as well as ceiling level smoke.
The PVNGS smoke detection system for the power block is designed to take into account air flow patterns, beam construction, stratification and areas of significant combustible loading.
For these reasons a deviation is requested from the provisions of NFPA 72E Section 4-3.7.3 "Beam Construction" requiring at least one detector in each bay formed by beams which exceed 18 inches in depth.
