SUMMARY

OF MEETING REGARDING OPERATOR LICENSING A meeting was held on February 20, 1985, in Bethesda, Maryland with representatives of the applicant.

The purpose of the meeting was to discuss the requirements for cross licensing of operators on multiple units.

Attendees for the meeting are listed on Enclosure I and the meeting is summarized as follows.

request, the staff provided the following guidance with regard to licensing of operators on one unit who are currently licensed on another unit of the same plant (e.g.,

Palo Verde Units I and 2).

An operator who has a cold license on one unit of a facility, can apply for a cold license on another unit of the same facility.

In this case, the licensing examination would be based on the differences between the two units. If the differences are small, a waiver can be requested.

If the license for the second unit is granted, however, the operator would no longer have a license on the first unit.

In order to be eligible for a cross license between two units (i.e.,

licensed to operate either unit), an operator must first have participated in the power ascension program for the unit he is licensed on.

This participation should include fuel loading and start-up testing up to 20% power, and from one to three months at power levels beyond 20% power.

When this requirement is met, the operator can apply for cross licensing and be tested on the differences between units, unless a waiver is granted.

Using the above guidance, APS plans to submit a proposal to NRR regarding licensing of operators for Palo Verde Unit 2 and cross licensing of operators between two units.

During the meeting, the following subjects were also discussed.

Palo Verde Unit 1 plans to use at least one advisor from San Onofre.

Two candidates have been chosen from San Onofre and their training on Palo Verde will start in March 1985.

The staff requested that the proposed training program be submitted for staff review as soon as it is available.

The use of advisors on subsequent Palo Verde units should not be considered by APS after March 31, 1985.

The staff will evaluate, on a case by case

basis, any proposals made by APS in this regard.

(3)

The fuel load date for Palo Verde Unit 2 is scheduled for the last quarter of 1985 before completion of power ascension testing on Palo Verde Unit 1.

The staff stated that it does not recommend having two units of a plant in a start-up testing mode at the same time.

Therefore certain precautions may need to be taken, when Palo Verde Unit 2 is granted a license, until Palo Verde Unit 1 achieves commercial operation.
