Dear Mr. Knighton:

This letter confirms the information supplied to the NRC for the subject survey during two telephone conversations between Mr. E. A. Licitra, of your staff, and Messrs. Kent Jones and Philip Maynard of ANPP on March 6, 1985 and Mr. Licitra and Mr. Maynard on March 7, 1985.

You requested responses to seven questions on interim radioactive waste storage at PVNGS. These questions and our answers are discussed below:

Question 1: Do you now have a low level radioactive waste storage facility?

Answer: No.

Question 2: How many years of storage capacity does this represent?

Answer: None, however, ANPP does have 30 days of storage within the Radwaste Building of each of the 3 units.

Question 3: Did you proceed to construct under 10 CFR Part 50.59 or Part 30?

Answer: Neither Question 4: Are you planning to construct a facility?

Answer: Yes and are proceeding under 10 CFR Part 50.59.

Question 5: How many years of storage will this facility represent?

Answer: Two and one-half years of storage based on the estimated waste generation rate for 3 units at normal operation.

Question 6: If you have no storage now or less than 5 years capacity, how long will it take to build or expand to provide 5 years storage?

Answer: From this point in time for ANPP, two years.

Question 7: If you have to store low level radioactive waste for 7 years, what would be the impact?

Answer: A seven year facility would require:

1. A considerable capital expenditure in the millions of dollars range over the capital requirements for a 2~2 or 5 year facility 0oh 8503 l80057 850~iv 05000528 I PDR X

2. A lengthly 15.censing process because a seven year facility must be licensed under 10 CFR 30 which requires public hearings..

(Reference NRC Generic Letter 81-38).

3. A long construction time is required for a seven year facility.

Approximately 3-4 years would be required to design and construct a complete 7 year facility exclusive of licensing.

4. Temporary interim storage would be required to accomodate the waste generated before the 7 year facility is completed.

It is our understanding that the results of this survey are to be used by the NRC in testimony before the Senate Judiciary Committee hearings on low level radioactive waste disposal.
