NRC Letter from D. F. Kirsch to E. E. Van Brunt, Jr.,
dated November 15, 1984 An investigation was undertaken, as requested in the referenced letter, regarding the allegation that Arizona Public Service (APS) Purchase Orders (PO's) are handwritten at Palo Verde and, when computerized, important data, i.e., model and serial numbers, are omitted.
The investigation of this con-cern included discussions with cognizant personnel and a review of applicable Procedures, Purchase Requests (PR's) and Purchase Orders (PO's).
The follow-ing is the result of this investigation.
1.
Purchase Requests (PR's) axe handwritten.
2.
The PR's eventually become typed PO's containing all pertinent information.
3.
The data processing center produces a computerized data base from the typed PO's which may not contain all information that is in the PO's because of a 170 space line limit.
4.
The computerized data base is only used for efficient PO
/
tracking and other accounting related purposes.
It is not used as a permanent plant record.
5.
Actual procurement data (technical specifications, model numbers, serial numbers, etc.) is included in the procurement data package sent to the vendor and eventually becomes a part of the permanent plant record.

All safety-related procurement data packages are reviewed by QA prior to vendor placement for completeness,'ncluding comparing the original PR's to the final PO's.
Xn conclusion, based on the investigation results of NRC Allegation No. 156, the allegation has not been substantiated and there is no need for any cor-rective action.
