Subject:

Physical Security Program Deficiencies.

Dear Mr. Martin:

This letter is submitted as a follow-up report to discuss the status of physical security program deficiencies identified during pre-operational physical security inspections.

Specific paragraph numbers refer to the Referenced letter.

The following items have been completed and inspected by the NRC.Resident Inspector:

the roof hatch to the Diesel Generator Building (paragraph 1), lighting deficiencies (paragraph 5), and the Fuel Building HVAC exhaust ducts (paragraph 8).

The 1000 watt fixtures have been satisfactorily installed on the 80 foot masts and a significant increase in general protected area lighting has been realized.

A lighting survey will be conducted and the results summarized in our next periodic report.

The alarm rate has continued to decrease since the inspection.

The improvement is attributed to increased knowledge and experience of plant personnel using ACAD's.

The improved alarm rate is permitting more thorough investigation of

problems, evaluation of engineering or maintenance procedures, and general maturation of an operating security system.

Ve are continuing to meet the objective of paragraph 3.

The use of temporary ACAD's by construction personnel was terminated on December 26, 1984 in anticipation of the granting of an Operating License.
