Dear Mr. Martin:

As required by Item l,b of Attachment 1 to the Palo Verde Nuclear Generating Unit 1 Operating License, NPF-34, I am hereby certifying that Item l.a of Attachment 1 to the license has been completed for the initial fuel load of Unit l.

The operability of all systems required, for the initial fuel load has been demonstrated by successfully meeting the acceptance criteria in the PVNGS Technical Specifications.,

This has be'en accomplished by the completion of'he applicable surveillance tests or by preoperational testing which verifies the meeting requirements of the Technical Specifications and which were performed within the required surveillance interval.
