Summary of Meeting on Security Program A meeting was held with the applicant on November 15, 1984 at the Palo Verde site.

The purpose of the meeting was to discuss vital area barriers for the security program.

A summary of the meeting and the list of attendees are provided in the enclosed report.

The conclusion is that no major unre-solved safeguards issues were identified as a result of the meeting.

~Faci 1 it Palo Verde Nuclear Station On November 15, 1984 a meeting was held at the Palo Verde Site to discuss concerns raised by the staff regarding v'ital area barriers.

The following personnel attended the meeting:

~Summar During the meeting and associated site tours the construction, installation, and designation of vital area barriers were discussed.

The applicant indicated the barriers to be declared vital area barriers and provided information as to construction and installation techniques.

The applicant also indicated that the installation would be completed in time for a December 7,

1984 licensing schedule.

The reviewer noted that the actual work had not yet begun and expressed concern regarding the capabilies of the applicant to meet the schedule.

The reviewer also noted that the proposed barriers would satisfy staff concerns.

Action The applicant must complete the installation of the vital barriers prior to license issuance or provide appropriate compensatory

measures, Concerns The applicant is well below strength on security force staffing.

If the construction of the vital area barrier is not completed on schedule the applicant will have to provide trained compensatory armed guards.

These compensatory guards may reduce the available trained security force members to a ',evel insufficient to perform the normal security functions'ence, a license issuance delay may be anticipated.

Conclusion While it appears that'ecurity at the site may be on a critical path for a

December 7,

1984 licensing, there were no major unresolved safeguards issues identified as a result of this meeting.
