Dear Mr. Martin:
APS commits that prior to initial entry into any mode, the corrective action required by the following DER's will be complete for any structure,
- system, or component required to be operable for that mode:
84-48, 84-27, 84-21, 84-13, 84-64,84-101, 84-102, 84-54, 84-31, and 84-52 APS commits that the evaluation and any necessary rework will be complete prior to initial entry into Mode 6 to ensure the seismic qualification of the Control Room, Essential Air Handling Units and the Fuel Building Essential Air Handling Units.
APS further commits that, prior to initial entry into Mode 2 to achieve initial criticality, it will:
A.
Develop and implement maintenance procedures discussed in IE Bulletin 82-02.
B.
Establish the capability to document the radioactive effluent concentrations recorded by the radiation monitoring system (RMS).
C.
Train all licensed operators assigned to Unit 1 (i) to use the RMS
- computer, and the effective alarm response procedure for all reactor conditions, (ii) to obtain radiation readings and trends from the
- RMS, (iii) to respond to unusual conditions in accordance with the effective alarm response procedure, and (iv) to make notifications in accordance with the Emergency Implementing Procedures.
APS further commits that prior to entering any operational mode, including initial fuel loading, it will:

A. Certify to the Regional Administrator, Region V that the operability of systems required for operation in such mode has been demonstrated to meet the acceptance criteria in the Technical Specifications through implementation of surveillance procedures, through Successful completion of preoperational testing which specifically verifies the requirements of the applicable Technical Specifications and which were performed within the required surveillance interval or by operability as demonstrated in the preceding mode or modes.
It is understood that the commitments included herein do not take precedence over or replace any requirements of the Operating License or the PVNGS Technical Specifications.
