Dear Mr. Knighton:
Appendix A to 10CFR50 requires that the auxiliary feedwater pumps be protected from the effects of flooding due to piping rupture.
There are piping penetrations in the walls and ceiling of the auxiliary feedwater pump rooms that have not been sealed to provide flood protection.
The PVNGS design is being changed to add and modify seals to ensure flood protection.
At this time, the cold piping penetrations in the cei ling slab have been sealed by grouting.
The penetration sleeves containing insulated piping remain to be sealed.
Due to the need to accommodate differential axial and lateral motion of the piping relative to the cei ling slab, these will be sealed using a flexible boot design.
Congestion in the area has complicated and delayed design and fabrication of the boot seals.
It appears that these needed seals will not be available for installation prior to March 15, 1985.
Proof testing of the boot seal design will be conducted by the vendor in parallel with seal installation.
Wall seals are also being examined for their ability to withstand the pressure head associated with a flooded pump compartment.
The necessary changes can be completed by March 15, 1985.
Accordingly, the entire auxiliary compartment flood rated seal testing and installation are forecast to be completed by April 15, 1985, which is the projected date for initial criticality.
This change will be implemented prior to initial criticality.
Accordingly, there are no adverse safety consequences associated with granting this schedular exemption to April 15,
- 1985, since there will be no nuclear decay heat requiring the use of the safety grade auxiliary feedwater system.
