Dear Mr. Knighton:
Conversations held with members of your staff have revealed a concern about the auxiliary pressurizer spray system modification.
Reference (1) commits to provide a valve in series with the existing loop charging valve (CH-240).
CH-240 and the new series valve (CH-239) are to be powered from non-Class IE buses.
These valves will fail closed on loss of power.
The concern specifically addresses insufficient information to determine that all possible fai lures or design basis
- events, associated with the offsite power supply system and its associated non-Class IE buses, will result in a fail-safe (closed) condition such that the protective functions are performed.
The enclosed failure modes and effects analysis (FMEA) examines the non-IE dc power system that isolates the control solenoids for Loop Isolation Valves CHE-239 and CHE-240.
It demonstrates that there is no credible event that could prevent the delivery of auxiliary pressuri zer spray.
The analysis considered loss of power, grounding, short circuiting, overvoltage, undervoltage, loss of air, and a seismic event.
Due to spatial separation, a pipe break or a fire cannot defeat the ability of the system to close.
Refer to the PVNGS fire hazards analysis in FSAR Appendix 9B and the PVNGS spurious actuation analysis submitted by ANPP-31101, dated November 13, 1984.
Auxiliary pressuri zer spray has no safety function during a
LOCA and consequently LOCA effects were not analyzed.

mile area around the Palo Verde Nuclear Generating Station. This siren system has been installed to notify you if there is ever an emergency at the Palo Verde Nuclear Generating Station. Although an emergency that might threaten your safety is extremel unlikel, the sirens are there to alert you to tune your radio to KTAR-620 AM, or another Emergency Broadcasting Station to listen for messages from Maricopa County. The Federal Emergency Management Agency requires that this siren system be tested each year. We will test the Palo Verde system two times in October. The first test will take place on Wednesda October 17
The sirens will sound on this day for about three minutes. The second test will be held on Wednesda October 24 1984, also at approxi-mately 12:00 Noon. The sirens will sound twice on that day. On both of the days,a random telephone survey will be done after the test to find out if residents heard the sirens. We want to be certain that you can hear the sirens. The sirens are set to operate for only a few minutes. If a siren near you continues to sound longer than ten minutes, please call 932-5300 or 386-6167 so that the siren's controls can be corrected.
