George Lear, Chief Structural and Geotechnical Engineering Branch Division of Engineering GEOTECHNICAL ENGINEERING REPORT IN RESPONSE TO ALLEGATION ON ADEQUACY OF FOUNDATION SOILS FOR THE PALO VERDE NUCLEAR GENERATING STATION - TIA 84-02 In December

1983, Region V asked that NRR assume lead responsibility for reviewing the technical aspects of an allegation on the adequacy of foundation soils at the Palo Verde site.

The allegation developed following the events of temporary pipe breaks beneath the Auxiliary and Control Buildings at Units 1, 2, and 3 and a resulting concern for erosion of foundation soils.

SGEB has been involved in the follow-up review and evaluation of this allegation and participated with DL in a telecon with the alleger on December 2, 1983, provided a request for additional information to resolve this issue in a February 9, 1984 memo to DL, and participated in several meetings including an August 22, 1984 site visit with the applicant and his consultants.

In June

1984, we contracted with the U.S.

Army Corps of Engineers (COE), Tulsa District to assist us in our review of the allegation.

We have recently received a final report from the COE dated October 5,,

1984 which provides the Corps evaluation on foundation adequacy of backfill soils placed at the Palo Verde plant site.

We have enclosed our consultant's report and note that this final report contains minor revisions made by the COE on an earlier draft in response to discussions with the SGEB staff.

Based on their review, the Corps has concluded that the measures taken by the applicant in evaluating the soil erosion problem were reasonable and adequate and that the pipe breaks did not significantly affect the adequacy of foundation support for Category I structures.

The Corps has,

however, recommended that settlement measurements be continued throughout the life of the project to verify the adequacy of foundation support.

The SGEB staff concurs with the COE conclusion and recommendation and will provide input for SSER No.

7 to DL in the near future to cover final resolution of this concern.

The staff's review of the applicant's June 1984 report, entitled "Responses to NRC Request for Additional Geotechnical Information,"

indicates there is a need for the applicant to provide the NRC with operating procedures which demonstrate fulfillment of FSAR commitments on long-term settlement monitoring.

In addition to information presently contained in the FSAR, the procedures should identify the maximum allowable total and differential settlement limits to be required during years of plant operation that are tied to specific settlement monitoring point locations.

The procedures should include the engineering basis for the adopted limits, the level of accuracy to be required in measuring settlements, and the actions to be taken by the applicant in the event that the allowable total and differential settlement limits are'eached.

NRC's receipt and,review of the above information before issuance of an operating license is not considered essential because settlement is a slow process',.

We do recommend, however, that the applicant provide the required operating procedure details for NRC staff review before February 1, 1985.

At the Palo Verde PM's suggestion, we are coordinating with Paul Narbut of Region V concerning the submittal and review of operating procedures in order to assist Region V in verifying that FSAR commitments are being met'.
