Dear Mr. Knighton:
References (A) and (B) provided data respecting the experience and qualifications of personnel available for staffing of the PVNGS Unit 1
control room during normal operation.
This information was also dis-cussed in a November 7, 1984 meeting between the NRC and ANPP.
In that
- meeting, the following was presented and understood by both parties.
1)
Two supervisors meet the experience requirements and need no special consideration.
2)
All shifts must meet the industry proposed requirements for experience and qualifications by initial criticality.
3)
Two supervisors can meet the industry proposed requirements by initial criticality with additional experience at an operating PWR.
4)
Personnel from the PVNGS Staff meet the requirements for a shift
- advisor, and may be used in such a capacity.
5)
The NRC staff i ndicated their support for use of a supervi sor with extensive, large BWR-SRO experience to allow the use of a six shift rotation, given that the other five shifts fully meet the industry proposed requirements.
6)
The NRC staff encouraged the use of San Onofre Nuclear Generating Station (SONGS) operators as shift advisors.
We committed to inform you of our shift makeup as soon as we completed our evaluation of the various alternatives.
We have completed this evaluation and propose the following.

1)
ANPP will send two PVNGS Operators with SRO licenses to operating PWR's for additional 'observation training to fulfill the requirements for at least six months of hot.participation experience.
2)
ANPP will arrange to obtain and train two qualified advisors from SONGS.
3)
Request from NRC Region V early grading for two supervisors (Eimar and Aho) who meet the industry proposed requirements of at least six months of hot participation'experience and will be taking the SRO examination in April of 1985.
4)
ANPP proposes shift manning as shown in Table l.
Advantages of this proposal include.
i )
Allows the use of six shifts, which is discussed in detail in Reference (B).
ii )
Experience at SONGS will be utilized at PVNGS iii )
Training of advi sors is reduced due to the similarity between SONGS and PVNGS.
iv)
Most of the operating shifts will be able to gain experience from important activities, such as fuel loading, and post-core hot functional testing.
v)
Minimal impact on existing shift manning.
Unit 1 will be able to maintain several cohesive crews.
As soon as the advisors from SONGS have been identified we will forward summaries of their experience and qualifications.
This proposal assures PVNGS Unit 1 will meet the industry proposed requirements for five shifts prior to initial criticality.
In addition, we request your continued support for use of a supervisor with extensive, large BWR operating experience for the sixth shift.
We believe this proposal will assure the safe and reliable operation of the PVNGS Unit 1, and wi 11 be the least disruptive to the current operations organization.
