Dear Mr. Knighton:

The PVNGS Emergency Plan, in Subsection 7.3.1.10, identifies the Chemical and Radiological Analysis Computer System (CRACS) as the primary system to be used for post accident dose assessment.

This system, however, is not expected to be functional by the dat'e of issuance of the PVNGS operating license for Unit 1.

The CRACS is expected to be installed,

tested, and capable of fulfillingthe functions indicated in Subsection 7.3.1.10 of the Emergency Plan by June 1985.

During the interim period until the CRACS is available, we will be using the dose assessment computers for post accident dose assess-ment.

The dose assessment computers are identified in Subsection 7.3.1.10 of the Emergency Plan as the first level backup if the CRACS is unavailable during licensed operation.

The dose assessment computers and other functional support systems and subsystems are able to provide the CRACS capabilities indicated in Subsection 7.3.1.10 of the Emergency Plan.

However, the CRACS when operating will provide automatic updates as inputs feed directly to CRACS from the various support subsystems;
whereas, the data entry for the dose assessment computer must be inputted manually.

The backup to the dose assess-ment computer during the interim period will be hand calculations which is identified in Subsection 7.3.1.10 of the Emergency Plan as the second level backup to the CRACS.

The dose assessment computers were used in lieu of CRACS during our September 26, 1984 Evaluated Exercise and have been reviewed and found accept-able for use in lieu of CRACS by Region V.

They will continue to provide the backup capability when CRACS becomes an operational system.
