Attachment 1 provides a revision to the PVNGS Lessons Learned Implementation Report (LLIR) section II.K.1.5.
This revision is being made to delete our commitment to perform periodic audits conducted to verify that tagouts are removed and systems returned to normal when the repair/testing has been completed.
Attachment 2
provides our justification for this change.
This information i s being provided at the request of an NRC Region V
inspection personnel and it is our understanding that this information is satisfactory to the Region personnel.

II.K MEASURES TO MITIGATE SMALL-BREAK LOCAs AND LOSS OF FEEDWATER ACCIDENTS II.K.1 IE BULLETINS ON MEASURES TO MITIGATE SMALL-BREAK LOCAs AND LOSS OF FEEDWATER ACCIDENTS II.K.1.5 Review of ESF Valves Position (IE Bulletin No.79-06B)
Review all safety-related valve positions, positioning require-ments and positive controls to assure that valves remain posi-tioned (open or closed) in a manner,to ensure the proper opera-tion of engineered safety features.
Also review related procedures, such as those for maintenance, testing, plant and system startup, and supervisory periodic (e.g., daily/shift checks,)
surveillance to ensure that such valves are returned to their correct positions following necessary manipulations and are maintained in their proper positions during all operational modes.
PVNGS Evaluation Refer to CESSAR Appendix B, Item II.K.1.5.
In addition, PVNGS will have tagout, procedures and surveillance test procedures that will control safety system status.
They will provide appropriate logs and checklists to ensure control of plant 1
systems.
Additionally, reviews will be conducted to verify that procedures for safety-related systems return those,.systems to service after having been tagged out for repair or surveill-J ance testing.

ATTACHMENT 2 JUSTIFICATION FOR REVISION TO LLIR II.K.1.5 The last sentence in the PVNGS LLIR Section II.K.1.5 states:
"Periodic audits will also be conducted to verify that tagouts are removed and systems returned to normal when the repair/testing has been completed."
This statement is not practical.
Between the time that a system was returned to normal and the next periodic audit, the plant status could change or another clearance issued so that the 'system configuration would not be as stated in the restoration document being audited.
Such an audit would not perform any useful service.
PVNGS is replacing this periodic audit statement with the following statement:
"Refer to LLIR response to item I.C.6.F for a discussion of independent verification to insure restoration of systems after repair/testing."
TMI Item I.C.6.F requires that licensees'rocedures assure that an effective system of verifying the correct performance of operating activities be provided.
The PVNGS response in LLIR I.C.6.F provides adequate methods for system verification upon completion of testing/
repair.
