Dear Mr. Knighton:
We are hereby notifying you of our response to two license conditions discussed in the referenced SER's.
Specifically, conformance to IE Bulletin 80-06, discussed in Reference (A), Section 7.3.3(b),
and Low Temperature Overpressure Protection (LTOP) alarms, discussed in Reference (B), Section 7.6.2.
Reference (A), Section 7.3.3(b) discusses our commitment to modify the PVNGS design, so that it would be in conformance 'with IE Bulletin 80-06.
Reference (A) stated that the PVNGS license would be conditioned to require the implementation of this design modification prior to fuel load.
PVNGS Unit 1
has been modified so that non-IE loads (e.g., pressurizer backup heaters, normal
'ACU fans) are not automatically reloaded onto the IE buses upon an SIAS reset.
Manual action will be required to load thyrse non-IE equipment onto the IE buses.
Therefore, this issue has been resolved and the PVNGS Unit 1 license need not contain this condition.
Reference (B), Section 7.6.2, discusses our commitment to include LTOP alarms into the PVNGS design.
Reference (B) states that the PVNGS license will be conditioned to require that the LTOP alarms be installed and operational prior to fuel load.
PVNGS Unit 1
has been modified to include the LTOP alarms, and testing has been conducted to determine that these alarms are operable.
Therefore, this issue has been 'resolved and the PVNGS Unit 1 license need not contain this condition.
