This document was previously submitted (June 11, 1984) and reviewed by the NRC staff.

The attached version includes resolution of comments arising from discussions with Tin Mo (RAB), Ed Branagan (RAB), and Earl Markee (METB) on September 20, 1984 as well as resolution of comments arising from a meeting between John Mann, Greg Perkins, and Steve Frost (ANPP),

Jack Donohew (ORB), and Wayne Meinke (RAB), on October 17, 1984.
