Attached is a change to section 1.8 of the FSAR concerning a clarification and proposed exception to ANSI N45.2.12 which is endorsed by Regulatory Guide 1.144.

The change is made to the attached section 4.3.1 in order to clarify the exception previously taken.

The justification for the proposed exception to section 4.5.1 is included as part of the change.

PVNGS FSAR CONFORMANCE TO NRC REGULATORY GUIDES

RESPONSE

The position of Regulatory Guide 1.141 is accepted (refer to section 6.2.4).

'I REGULATORY GUIDE 1.143: Design Guidance for Radioactive Waste Nanagement Systems Structures, and Components Installed in Light-Water-Cooled Nuclear Po~er Plants (Revi-sion 0, July 1978)

RESPONSE

PVNGS accepts the position of Regulatory Guide 1.143 including implementation of.quality assurance requirements for the radwaste management systems.

(Refer to sections 9.3, 11.2, 11.3, 11.4 and 17.2.)

REGULATORY GUIDE 1.144: Auditing-of Quality Assurance Programs for Nuclear Power Plants (Revision 1, September 1980)

RESPONSE

- The requirements of the referenced standard (ANSI N45.2.12-1977) as modified and interpreted in the position of Regulatory Guide 1.144 are applied to the APS quality assurance program for operations phase activities, with the following exceptions:

The manager of the auditing organization will'onitor the performance of audits, through review of'udit reports, to ensure that informal pre-audit communication is utilized only in cases 'where such informal communication is adequate.

INSERT TO FSAR SECTION 1.8 Page 1.8-663 Section 4.5.1 requires the audited organization to provide a follow-up report stating the corrective action taken and the date corrective action was completed.

The APS corrective action program requires the audited organ-ization to provide. a forecast date for completion of corrective action if the corrective action cannot be completed by the established response due date.

The corrective action tracking system implemented by APS QA provides for follow-up action by QA on or near the forecast completion date to verify corrective action was accomplished as planned.

Therefore, the corrective action tracking system is adequate to satisfy the intent of paragraph 4.5.1'of ANSI N45.2.12-1977 for follow-up reports.
