SUBJECT:
SUMMARY
OF MEETING ON FIRE PROTECTION AND REACTOR SYSTEMS FOR PALO VERDE A meeting was held on September 11, 1984 with representatives of the applicant.
The purpose of the meeting was to discuss the remaining review issues on the fire protection program and in reactor systems.
The attendees for the two sessions are listed on Enclosures 1 and 2.
The meeting is summarized as follows.
Fire Protection Pro ram In Amendment No.
13 to the FSAR, the applicant identified, and provided justification for, a number of deviations to the Appendix R requirements for fire-protection.
The deviations were identified as a result of the applicant's review of the plant as-built conditions.
At the meeting, the information provided was discussed to obtain a better understanding of the matter to permit the staff to complete its review of the deviations.
As a result the staff requested, and the applicant agreed to provide,, marked up copies of FSAR figures to more clearly show fire areas, barri'ers and other aspects of the fire protection program for the plant.
The applicant stated that, as a result of its review of the plant as discussed above, it'lso determined that a number of changes to the fire protection program are required to bring it into conformance with program requirements.
For those fixes that 'cannot be completed prior to fuel load, the applicant will submit'a request for schedular relief up to 5X power operation.
m The applicant also stated that it is performing an associated circuits review for spurious actuations in,the event of a fire.
The results of the study will be submitted for staff review in two stages; by September 30, 1984 for the control room and during October 1984 for outside the control room.

~ f Reactor Systems The purpose of this portion of the meeting was to discuss the status of the following issues.
( 1)
The applicant stated that it will submit a revised analysis in September 1984 for a steam generator tube rupture accident.
The revised analysis will assume that the atmospheric dump valve for the affected steam generator sticks wide open and there is a loss of offsite power.
Since the Palo Verde plant does not have block valves, the plant procedures will instruct the operators to keep the steam generator tubes covered during this event to assure that the calculated offsite doses are below 10 CFR Part 100 guidelines values.
The staff advised that the operators should also be trained to prevent overfi lling of the steam generator.
(2)
With regard to the single fai lure problem (i.e.,
no redundant shutoff valve) on the auxi liary spray system for the pressurizer (as discussed in a letter to the applicant, dated April 3, 1984), the applicant stated that a redundant safety grade valve will be installed to eliminate this concern.
The submittal on this change will be made in September 1984.
The valve on Palo Verde Unit 1 will be installed prior to fuel load.

The staff stated that the September 7,
1984 response by CE, on testing data for relief valves on the shutdown cooling system, was inadequate.
A separate meeting with CE is planned for a later date to discuss this matter further.

The staff is currently reviewing the applicant's submittal, dated August 7,
'984 on natural circulation cooldown testing.
The staff requested, and the applicant agreed to provide, a copy of the specific procedure to assist in the review.
