Dear Mr. Knighton:
As di scussed in the referenced letter the CESSAR desi gn is being modified.
A redundant 2-inch fail-closed diaphragm valve is to be installed upstream of CH-PDV-240 in the charging line.
The valve and controls will be installed, and the valve tested and operable prior to PVNGS Unit I fuel 1 oad

Accordingly, Units II and III will also be modified prior to their respective fuel loads.
