Dear Hr. Knighton:
NUREG-0654 Section II.C.3, provides the following evaluation criteri a:
"Each organi zation shall identify radiological laboratories and their general capabilities and expected availability to provide radiological monitoring and analyses services which can be used in an emergency."
As previously discussed with Mr. E. Licitra of your staff, APS intends to use the PVNGS Unit 2 radiochemistry laboratory to provide radiological analyses in the event the PVNGS Unit 1 radiochemistry laboratory is unable to perform the analysis.'he Unit 2 laboratory is functionally similar to the Unit 1 laboratory and will be staffed on a rotating shift basis prior to Unit 1 fuel load.
Use of the PVNGS Unit 2 laboratory satisfies the NUREG-0654 Section II.C.3 evaluation criteri a and satisfies the APS commitment i n the PVNGS Emergency Plan Section 7.3.1.5( 3) which states:
"In the event the affected unit is unable to perform analysis, backup analysis will be done in one of the unaffected units".
In order that we may use the PVNGS Unit 2 laboratory, prior to receipt of the Unit 2 operating license, we hereby request that the NRC include the PVNGS Unit 2 radiochemistry laboratory in the PVNGS Unit 1 license under 10CFR Part 50.
Those functions and facilities required to be operational for the Unit 2 laboratory to provide backup capability to the Unit 1 laboratory (as agreed to with NRC Region V) will be complete and subject to Region V
inspection prior to Unit 1 fuel load.

0 It is our understanding that this is acceptable to the NRC Region V. It is also our understanding, from discussions with Mr. E. Licitra of your staff, that this is acceptable to the NRC (NRR) and that no additional information is required from APS.
