Dear Mr. Knighton:

This letter provides the Arizona Public Service Company (APS) response to Section 2.2.2 of Reference (1). APS was a member of the Nuclear Utility Task Action Committee (NUTAC) which was formed on September 1, 1983. The objective of the NUTAC was to develop guidance for use by utilities in response to Generic Letter 83-28, Section 2.2.2. This guidance was provided by the NUTAC in the development of the Vendor Equipment Technical Information Program (VETIP). The VETIP. is documented in NUTAC report INPO 84-010. A description of the VETIP as well as the APS implementation of the program is presented in the following paragraphs.

APS receives safety-related equipment information from many sources and the industry currently has information systems and programs to utilize this information. The VETIP uses the existing information systems and programs to ensure that current equipment technical informa-tion (ETI) and data will be available to those personnel responsible for developing and maintaining plant instructions and procedures.

The Nuclear Plant Reliability Data System (NPRDS) is one of the existing information systems that is used in the VETIP. NPRDS is an industry wide system for monitoring the performance of selected systems and components of nuclear power plants. The NPRDS is managed by the Institute of Nuclear Power Operations (INPO). APS is an active particpant

Response to Generic Letter in the NPRDS. The Significant Event Evaluation and Information Network (SEE-IN) is another one of the existing information systems that is included in the VETIP. SEE-IN is managed by INPO with the objective of sharing nuclear plant operating and maintenance experience between utilities and manufacturers to improve plant safety, reliability, and availability. APS is also an active participant in the SEE-IN.

APS receives assistance and ETI from many safety-related equipment vendors as well as the Nuclear Steam Supply System (NSSS) vendor.'PS has administrative control procedures in the PVNGS Station Manual which provide control of incoming ETI so that it receives the appropriate technical review and evaluation. The procedures ensure that vendor information for safety-related components is complete, current, and controlled throughout the life of the equipment at PVNGS. The procedure also includes a system of positive feedback with the vendor after ETI has been received and reviewed by PVNGS. Additionally, PVNGS has administrative control procedures that provide guidelines for the procurement of vendor services.
