Dear Mr. Knighton:

Revision 5 to the PVNGS Emergency Plan, consisting of revised Chapter 5 (Emergency Action Levels),

was submitted to you by Reference (1).

Revision 5 of the Emergency Plan consisted of an update to Chapter 5 to address comments arising from the NRC review of Revision 4.

During telephone conversations between Falk Kantor of the Emergency Preparedness Branch and Bob Page, Kent Jones, and Gary Clyde of my staff, an additional NRC comment was identified relating to declaration of SITE AREA EMERGENCIES and GENERAL EMERGENCIES based on portable instrument readings at the site boundary.

As a result of this comment, Table 5.2-3 of the PVNGS Emergency Plan will be revised to include the statement "Radiation protection measures

~50m R/hr at the site boundary with portable instrumentation" in the EAL column as the last entry under item 5 on sheet 4 of 5.

In addition, Table 5.2-4 of the PVNGS Emergency Plan will be revised to include the statement "Radiation protection measures W 1R/hr at the site boundary with portable instrumentation" in the EAL column as the last entry under item 5 on Sheet 9 of 9.

It is our understanding, based on discussions with Falk Kantor of the Emergency Preparedness Branch, that the above changes will resolve the SER Outstanding Issue related to the Emergency Action Levels.

The information contained herein will be incorporated into a future revision of the PVNGS Emergency Plan.
