Dear Mr. Knighton:
In our Reference (A) letter Arizona Public Service (APS) submitted a
request for partial exemption from General Design Criteria 4(GDC4).
Specifically, APS requested exemption from those portions which require protection of structures,
- systems, and components against certain dynamic (including mechanical and structural loading) effects associated with postulated RCS main loop pipe breaks.
Reference (A) provided justification for this exemption.
As additional
- support, APS cites the results of a
study conducted by Lawrence Livermore National Laboratory (LLNL) to determine if the probability of occurrence of a double-ended guillotine break (DEGB) in the primary coolant piping warrants the current design requirements that safeguard against the effect of DEGB.
The conservatively based results for Palo Verde Units 1,2
& 3 indicate a
best estimate annual probability smaller than 1.5 X 10-8 for pipe leaks and less than 4.53 X 10-13 for direct DEGB caused by crack growth.

of Reference (B),
prepared by Structural Mechanics Associates for LLNL, on the probability of indirect-induced DEGB due to earthquake, indicates the 90%
confidence value using very conservative assumptions, for an indirect induced DEGB at Palo Verde 1,2 and 3 is 1 X 10 based on the site specific hazard curve.
These probabilities are clearly smaller than those calculated for some plants for which exemptions were granted in Reference (C).
APS requests that this additional justification for this exemption be given prompt consideration in conjunction with the information provided in Reference (A).
