Section 1.8 Re ulator 1.68 The change intended to clarify the schedule for the availability of procedures for examination by NRC inspectors.

PVNGS intends to provide Phase I test procedures at least 60 days prior to their scheduled performance or 60 days prior to fuel loading.

Phase II through Phase IV startup test procedures are scheduled to be approved and available at least 60 days prior to their intended use.

The previous commitment would require, in some

cases, the availability of certain Phase II through IV test procedures 12 months in advance of their intended use.

Section 1.8 Re ulator Guide 1.52 Change was made to reflect Generic Letter 83-13 and the 1980 edition of ANSI N510 for initial and startup testing.

Section 1.8 Re ulatory Guide 1.58 I

Position C.6 was added to emphasize

'administrative procedures taken to justify the various levels of inspectors when their qualifications may not necessarily meet the education and experience recommendations of ANSI N45.2.6-1978, Section 3.5.

The regulatory

position, C.6, states "that other factors may provide reasonable assurance that a

person can competently perform a

particular task" other than the recommendations made by ANSI.

Section 2.2.2.2.4.4.

Arizona Public Service Com any PVNGS Heli ad Section 2.2.2.2.4.4 was added to reflect the addition of the helipad used at PVNGS.

R.G. 1.70 requires identification of nearby transportation facilities.

Tables 5.2-4A to 5.2-27A The tables were added to include fracture toughness data for Unit 2.

Tables 8.3-1 Class IE Loads and Table 8.3-3 Load Bases for Class IE Buses.

These tables were revised to update motor data and vendor drawings.

Changes made to reflect recent organizational realignment.

Section 14.2.2.10.1 Plant Review Board Test Results Review Group The Test Results Review Group (TRRG) was created to serve three primary functions.

First, as a

subcommittee of the Procedures Review Board (PRB),

composed of specialists in the areas applicable to power ascension testing, it provides for a more thorough technical review than is possible at the more management oriented PRB level.

Note

however, that the PRB continues to formally review the TRRG's procedure approval actions.
Second, as the TRRG also serves as the post-test results review group, it allows the same group of technical experts to review and verify that the results of a given test fulfill the letter and intent of the test.

Finally the TRRG allows the PRB to fulfillits overview and management function without burdening it with a detailed review of post OL test procedures.

Section 14.2.2.12.1 Startup Personnel Qualification Requirements Section 14.2.2.12.1.B.

An individual designated as 'the Shift Test Director will be providing the overall direction of Phase II, through IV testing on such shift.

This individual will be qualified to the standards of 'part 14.2.2.12.1 B.l.'r B.2.

In addition, there will be an assigned engineer responsible for the conduct of each individual Phase II through IV test.

This individual will be qualified to the standards of 14.2.2.12.1 B

If his qualification is via the written authorization of the Manager of Nuclear Operations, his qualifcation will be assured on a

case-bymase evaluation of his ability to direct specific test(s ).

This combination of a qualified Shift Test Director and an engineer responsible for the conduct of each test provides fully qualified coverage of Phase II through IV testing.

Section 14.2.2.12.1.D The Technical Specifications specifically allow for a

PRB standing subcommittee to review all proposed tests and experiments.

This section of the FSAR states that the review will be done in accordance with the Technical Specifications.
