ATTACHMENT Offsite Protective Action Decision Process The PVNGS Emergency Coordinator or the PVNGS Emergency Operations Director (when the Emergency Operations Facility is activated) will provide protective action recommendations to the Radiological Technical Directorate.
The Director of Technical Operations (at the Technical Operations Center) will make recommendations to the State Director of Operations who will review these and report to the State/County Executive Group in the State Emergency Operations Facility.
The Executive Group (comprised of the Governor or his designee) will order the Arizona Department of Emergency Services (ADES) to implement appropriate protection actions.
ADES will advise PVNGS and Maricopa County of the protective action order.
Maricopa County will prepare the protection action warning message and will activate the public warning system.
This decision chain holds for all emergency classifications with the exception of a unique situation as described below.
In the unlikely event that a
General Emer enc is the first. classification of an emergency and the emergency is declared outside normal working hours (off"duty) of the state and county agencies, the Maricopa County Sheriff's Office (24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> coverage) is authorized to act on the utility protection action recommendation.
PVNGS protective action recommendation guidelines are compatible with those shown in Appendix 1 of NUREG-0654, FEMA-Rep. 1, Rev.
1.
PVNGS and the State recommend protective actions in accordance with the Environmental Protection Agency Protective Action Guidelines.
The aforementioned protective action decision process was evaluated by the Federal Emergency Management Agency (FEMA) on May 11, 1983.
FEMA's evaluation finding
- included, "Decision making was timely and coordination with the Governor regarding events status was excellent."
and "The recommendations from the Technical Operations Center to the Directorate (executive group) were
, generally accepted with minor modification and the time frames were short.
The longest time period between an event and a protection action decision reached was 16 minutes."

ATTACHMENT Page Two Activation of Technical Su port Center (TSC) and Satellite Technical Su ort Center (STSC)
The augmentation goals of Table B-1 of NUREG-0654, and activation time stated in NUREG-0737, Supplement 1, are included in Section 4.2 to PVNGS Emergency Plan.
As stated in the Emergency
- Plan, the STSC which is adjacent to the Control Room (CR),
can 'be activated within 30 minutes of a notification of an emergency at Palo Verde.
The STSC functions are as follows:
1)
The Emergency Coordinator willverify/reclassify the event.
2)
The Shift Technical Advisor (STA) will,activate and monitor the Safety Parameter Display, System (SPDS),
develop trend data'or Control Room personnel and advise the Shift Supervisor of Corrective Actions.
3)
The Radiation Protection Monitor,,a'adiation Protection Technican, will initiate dose assessment and direct onsite/offsite Field Monitoring Teams.
4)
The STSC Communicator will make the initial offsite notifications.
The close proximity of the STSC to the CR (as outlined in Section 2.0 of NGREG-0696) 1s essential, 1.st t direct interface and the ability to obtain information from the Control Room, which is not or may not be on the SXSC data displays.
- However, the complement of the STSC only ~artiall meets the requirement of Table 4.2-5 of PVNGS Emergency Plan.
~ Therefore, at an Alert or higher level of emergency, the TSC and Emergency Operations Facility are activated within 90 minutes.
The
- TSC, an underground facility approximately 300 yards from Unit 1 Control Room, duplicates the functional capabilities of the STSC and provides more work area and accommodates more people.
Once activated, the TSC assumes the initial duties performed in the STSC and the STSC functions as an extension or satellite of the TSC to provide and maintain d1rect technical support to the Control Room.
Elaboration on specific activ1ties and functions of these facilities are contained in pVNGS Emergency Plan.
