205SS Re:
Certification of Pollution Control Facilities at the Palo Verde Nuclear Generating Station File:
83-056-026 Gentlemen:
In a letter to you dated December 5, 1983, I advised you of the plans of Arizona Public Service
- Company, Southern California Edison Company, E1 Paso Electric Company, and Public Service Company of New Mexico (the "Participants" ), each owning an undivided interest in the Palo Verde Nuclear Generating Station (the "Plant"), to obtain tax-exempt financing of their respective interests in certain air and water pollution control facilities and sewage and solid waste disposal facilities (the "Facilities") at the Plant.
In that letter, Arizona Public Service
- Company, on behalf of each of the Participants, requested that your office issue a certification that the Facilities, as designed, are in furtherance of the purpose of abating or controlling atmospheric pollutants or contaminants, or water pollution, as the case may be.
A copy of the proposed certification and a description of the Facilities were enclosed.
It has now been determined that the Facilities description sent to you on December 5, 1983 should be revised.
Accordingly, Arizona Public Service
- Company, on behalf of the Participants, requests that the attached description be substituted for the one which you earlier received.
As the closings of the transactions referred to in my earlier letter have been scheduled for early next week, we appreciate your timely attention to our request, as amended.

f EXHIBIT A General. Description of the Facilities The facilities consist of the following systems at the Plant and, in each case, includei.',elated machinery, equipment and related facilities:
Sanitar Draina e and Treatment S stem, The sani-tary drainage and treatment system collects, transports, treats, clar.ifies and returns wastewater to the, water rec-lamation facility for reuse,
. The system includes a wet well, sewage lift, station, surge
- tank, three package sewage treatment plants,,chlorine contact
- chamber, sumps,
- pumps, piping, valves, controls and instrumentation.
Oil Waste and Nonradioactive Waste.Systems.
The oily arid nonradioactive waste svstem for each unit at the Plant collects for processing and disposal, nonradioactive waste from narmallv nonradioactive areas where oil mav be present.
Each system includes drains, sumps, oil/water separators and a retention. basin, e
Chemical Waste 8 stems.
The'hemical waste system for each unit at the Plant cons sts of 'five'subsystems that collect chemical wastes from various areas of the Plant, neutralize the chemicals in such wastes and/or transfer such wastes to the chemical drain tank, retention basin, evapora-tion pond or liquid radwaste holdup tank.
Each system in-cludes drains,
.a chemicpl drain tank and related piping..
Retention Basin.
The retention basin collects and disposes bv evaporation of vard drainage to prevent discharge of sedimentation to the Gila River,
'Eva oration Pond,
'Vhe evaporation pond collects start-Up flush water and cooling tower blowdown wastewater for disposal by evaporation; The evaporation pond allows for disposal of settlable solids and pollutants on a rubber-ized liner.
The system includes related environmental moni-toring wells and equipment,'ater Reclamation Facilit Pollution Control
~Sstem The water sreclamatlcn fac lity air and water pcl.-.,
lution facilities co)lect environmental pollutants to pre-vent their discharge to the environment ind/or tieat such pollutants prior to such discharge.
Furnace stack gas pol-lution control components include a cyclone separator, lime dust return screw and rotary feeder, precooler and venturi
- scrubber, impingement tray separator and an induced draft fan.
Lime and soda ash, dust collection equipment.includes dust collectors and filter separators and associated piping and instrumentation.

system for each unit at the Plant collects and processes potentially radioactive gase's generated within the unit so that affsite exposure is kept as low 5's reasonably achiev-able (AKARA).
High activity gas cantaining primarily hydro-gen and nitrogen is collected
.and stared in an oxygen-free environment t:o guard agjinsC a rapid hydrogen/oxygen reac-tion and to permit. deoay of short-lived isotapes prior to release to the environment.
Each syst'm includes a surge tank, prefilters, waste qas campressors and decay tanks, a
