Thomas M. Novak, Assistant Director for Licensing, DL CONSULTANT FOR PALO VERDE RCS PUMPS In your memorandum of November 1,
1983 which transmitted EqB input to the Palo Verde
- SSER, you note that you have been following the reactor coolant pump problem that developed at Palo Verde Unit 1 during hot functional testing.
With regard to the Palo Verde pumps, you state that the Arizona Public Service Company should consider hiring its own consultant to review the pump modifica-tions proposed by CE.
We have looked into this matter and have determined the following.
The consultant hired by CE is Dr. Elener MaKay who heads the Energy Research and Consultants, Corp.
He has been a
pump consultant for about 10 years.
CE hired Dr. MaKay based on a strong recommendation by APS.
APS feels that, in effect, Dr. MaKay is acting as a consultant on behalf of APS and that he is being retained by CE as a administrative convenience without any possible influence on his independence.
APS has assured us that it is completely satisfied with Dr. MaKay's efforts on the Palo Verde pump.
APS states that Dr. MaKay has reviewed the problems encountered as well as the modifications proposed by CE and Dr. MaKay has concurred in the approach.
On this basis, we conclude that the intent of your suggestion regarding an independent consultant is already being met by APS.
